Social housing is long-term rental housing for people on very low to moderate incomes that may be experiencing ‘rental stress’ in the private market. It can be provided by community housing organisations like Hume, the state government or by Aboriginal housing organisations.
Visit sectionAffordable housing exists to provide secure and reasonably priced rental options for individuals and families who are earning low to moderate incomes. It helps bridge the gap for those who find private rental housing too expensive but don’t qualify for social housing.

22 apartments opened at Irving Street today, with the final site completing in early 2027.
A program delivering 66 new social and affordable homes in North Parramatta has passed the halfway mark, with 22 apartments opening at Irving Street today.
The Irving Street apartments follow the completion of 16 affordable homes at nearby Collett Parade. A third site at Pennant Street is well under construction and will add 28 social housing homes by 30 April 2027, completing the program and providing homes for more than 100 people.
The sites previously held fibro and weatherboard cottages that had reached the end of their useful life. They have been replaced with contemporary one and two-bedroom apartments within walking distance of Western Sydney University’s Parramatta campus and close to the Parramatta CBD, public transport, employment, healthcare, schools and local services.
Hume Community Housing Chief Executive Officer Brad Braithwaite said:
“This is a wonderful day. Twenty-two people and families are picking up keys to a brand new home this week, and by early next year there will be 66 new homes here in North Parramatta – a secure place to live for more than 100 people.”
“What I love about this project is who it is for. Older women at risk of homelessness. Essential workers who keep this city running. Families on lower incomes who want to stay close to work, school and the people who support them. These are people the private rental market has priced out, and now they have a beautiful home in a wonderful location, for the long term.”
“None of this happens on our own. Housing Australia, Homes NSW, the City of Parramatta and Mono Constructions have backed this program from the very beginning, and I am grateful to every one of them. We would happily do it all again tomorrow – and there is no shortage of places that need it.”
Housing Australia Chief Executive Officer Scott Langford said:
“Today marks more than the completion of a housing development, it represents the delivery of homes that will provide safety, stability and opportunity for people who need it most in the western Sydney community.
This project demonstrates the power of partnership, with governments, community housing providers and industry working together to build a strong and sustained pipeline of social and affordable housing that creates lasting benefits for communities.”
NSW Minister for Housing and Homelessness Rose Jackson said:
“This is another example of the NSW Government working collaboratively and innovatively to leverage multiple funding streams to create more housing.”
“At a time when NSW is facing a housing crisis, we need to use every opportunity to deliver more homes, and partnerships like this are helping us increase social housing supply in well-located communities.”
“As we’re getting on with the job of building more homes in NSW, we’re making sure they are built in areas where people want to live, and this location is perfect for the key frontline workers who are one of the priority groups for these new units.”
The new apartments have been designed to support long-term liveability, affordability and community connection, with accessible layouts, landscaped communal areas, energy-efficient appliances and features informed by universal design and Crime Prevention Through Environmental Design principles.
Mono Constructions has built all three sites, an approach that has allowed consistency in design, procurement and delivery across the program.
