Social housing

Social housing is long-term rental housing for people on very low to moderate incomes that may be experiencing ‘rental stress’ in the private market. It can be provided by community housing organisations like Hume, the state government or by Aboriginal housing organisations.

Over 100 people set to benefit from new social and affordable housing development in Parramatta as construction commences

calendar February 10, 2025

Women and children recovering from domestic violence, older women at risk of homelessness, and key frontline workers will soon have more affordable housing options available in the heart of western Sydney.

Joined by Federal Minister for Housing the Hon Clare O’Neil and Lord Mayor of Parramatta, Martin Zaiter, Hume Community Housing and building partner Mono Constructions, today broke ground on this much-needed housing project for western Sydney.

The project, which will deliver 66 new social and affordable apartments in Parramatta, has been made possible by the joint investment of Housing Australia and Homes NSW and support of Parramatta Council.

CEO of Hume Housing, Brad Braithwaite said the partnership between the Australian Government, State Government, Parramatta Council, Mono Constructions and Hume has enabled this critical development.

“This much-needed development shows the power of public, private and not-for-profit partnerships to deliver tangible housing solutions for those who need it most,” Mr Braithwaite said.

“We thank the Federal and NSW Government for their substantial investment, Parramatta Council for their support and our building partner Mono Constructions who will deliver these high-quality homes.”

“For thirty years Hume Housing has been providing social and affordable housing in western Sydney, we are proud to deliver more options for people to access a safe, secure and affordable home.”

Lord Mayor of Parramatta, Martin Zaiter said: “This is a great example of all levels of government coming together to deliver 66 much-needed affordable housing units for our community in Parramatta, where demand is so high,” Cr Zaiter said.

“Delivering more affordable housing will help alleviate rental housing stress and allow Council to deliver the best possible outcomes for our community.

“Our priority is to make sure essential workers who work in our City – teachers, nurses, cleaners, hospitality and emergency workers – have access to affordable housing close to home. This development will deliver that.”

Housing Australia CEO, Scott Langford said, “Through this partnership, we’re not just building more housing, but working together to demonstrate the power of collaboration to deliver more secure and safe housing for Australians.”

Hume Housing will collaborate with Women’s Community Shelters, Immigrant Women’s Speakout Association of NSW and Homes NSW to prioritise the allocation of safe and affordable homes to eligible women and children upon project completion.

CEO of Women’s Community Shelters, Annabelle Daniel OAM said: “Women’s Community Shelters and Parramatta Women’s Shelter are absolutely delighted to be working with fantastic partners to support more secure housing for women. These amazing properties will provide safety, security and opportunity to women moving from our shelter network’s crisis and transitional accommodation. We highly value our collaboration with Hume Housing, all levels of government and local communities to solve housing challenges and deliver great affordable solutions for people who need them.”

Executive Officer of Immigrant Women’s Speakout Association of NSW Sunila Kotwal said “Where to now?’ is the topmost question in a victim’s mind as she contemplates leaving an abusive relationship or a migrant woman as she is about to leave our crisis/interim accommodation. This partnership with Hume Housing is a great opportunity for eligible women to get a safe and secure place as they start to rebuild their lives, and contribute to the Australian society. We thank Hume Housing for working with us to ensure we can support more women and children escape abuse.”

The Parramatta development will deliver 22 units at Irving Street, 16 units at Collett Parade and 28 units at Collett Parade/Pennant Street. Located within walking distance to the Western Sydney University, Parramatta Campus and just 3 km from the Parramatta CBD, the apartments will be a mix of one- and 2-bedroom layouts suitable for singles, couples and families.

Housing Australia has approved funding of up to $17.7 million to enable the delivery of these homes under the National Housing Infrastructure Facility Social and Affordable (NHIF SAH) facility, with a $14.2 million loan and $3.5 million grant. The NSW Government has invested $10.68 million as well as a direct transfer of land for this development.

Construction at the Collett Parade and Irving Street sites will soon commence. The development application at Pennant Street is now approved and will commence later this year. Completion is expected in 2026.
